You will still share the Forum with other people. You will not share it with August's coach groups at 11am.

The useful window is the first three weeks. Late November starts creeping up as people book Christmas city breaks. If you can move, a Tuesday-to-Friday or a weekend between the 4th and the 20th beats the very end of the month. Pack a proper layer. Rain is common, not constant, and a rooftop terrace that was the whole reason you booked may have cut its hours, so check before you fly. Some outdoor sights stay fully open; a few cafes on terraces do not. That is a packing problem, not a reason to wait until May.

Rome rewards staying central. The historic centre is walkable in a way Madrid or Berlin are not, so you are not losing much by paying slightly more to be near the sights. Monti is quieter and prettier. Termini is cheaper and two metro stops from everywhere. Trastevere is the evening shout - restaurants, atmosphere, a 20-minute walk or a short tram from the main sights - better as a dinner plan than as a requirement for the hotel.

Winter schedules mean fewer Stansted and Luton frequencies. That is part of why prices move: fewer seats can mean less competition on the cheapest days, so being flexible by a day either side of a weekend pays off more in November than it does in July. An awkward flight time can eat the saving in taxis. Fiumicino is a proper haul from the centre, so a late inbound is a different trip from a midday one even if the package total looks identical. Ciampino can be quicker into town when it is on the schedule, but do not assume it is always the cheaper airport that week.
